Alper Onar graduated from Marmara University, Faculty of Law. He completed his LL.M degree on Banking and Finance Law at the Queen Mary University of London. Before joining Aksan, Alper worked at PwC for 5 years as the Director of Finance Law, 9 years as Senior Legal Counsel at the Capital Markets Board of Turkey (“CMB”) and 2 years as a lawyer in a well-established law firm. He is a member of Istanbul Bar Association since 2005. 

Alper, while previously managing the Finance Law team, has provided legal consultancy services mainly on areas of capital market law including banking, contracts, commercial law and payment services to domestic and foreign financial institutions, public and private companies. 

During his work at the CMB; he provided legal opinions to various departments of the CMB on capital market legislation and other regulations especially on public offerings and issuance of debt instruments, he carried out the application and follow-up procedures of cases on information abuse, market fraud and unauthorized capital market activities and he represented the CMB in various other administrative and judicial cases. Having actively involved in the preparation of the capital market legislation, Alper prepared various communiqués and auxiliary regulatory drafts while taking part in the relevant working groups. 

As an attorney at law with over 16 years of experience, he provides legal consultancy services primarily on capital market and investment regulations to domestic and foreign companies, financial institutions such as banks, brokerage houses, portfolio management companies, payment and electronic money institutions, venture capital funds and investment trusts.
